Hi

I don't know what you would call it, other than the usual 'balustrade'...

Perhaps you could show them the picture, and ask your local blacksmith (and/or joiner) to make one for you.

Have you looked at any gate/fence companies?

What material is this or what is desired?

Are the posts wood or metal?

Architectural salvage/antique shops might be a help, it also could be a custom design job.
